S municí v civilu od srpna 2017 nově

Novela zbrojního zákona účinná od 1.8.2017 přináší zcela nové podmínky pro nakládání s municí v civilním sektoru. Munice jako typický vojenský produkt po revoluci masivně přecházela do soukromého vlastnictví (zejména oprávněných osob), na což příslušné orgány nereagovaly odpovídajícím způsobem. Munice v nestátním vlastnictví byla zkrátka donedávna v naší legislativě poněkud opomíjenou komoditou. Teprve výbuchy ve Vrběticích si vynutily legislativní změny, jejichž jádrem je novela zákona č. 119/2002 Sb., která zejm. v hlavě III (Munice a pyrotechnický průzkum) přináší v oblasti munice poměrně revoluční změny.

Nové otázky ke zkoušce na zbroják

V rámci novelizace zákona o zbraních a jeho prováděcích předpisů (účinné od 1.8.2017) byl modifikován i soubor testových otázek ke zkoušce odborné způsobilosti k získání zbrojního průkazu. Dosavadní testy sestavené ze souboru 491 otázek se budou u zkoušek používat do konce července 2017 a od 1. srpna bude platný nový, rozšířený soubor s 511 otázkami. Z tohoto počtu je 384 otázek z právních předpisů, 89 otázek z nauky o zbraních a střelivu a 38 otázek ze zdravotnického minima.

Nová střelnice v Prostějově

Počátkem roku 2017 byla v Prostějově uvedena do provozu nová tunelová střelnice Zlatá puška. Koncem roku 2017 změnila střelnice vlastníka i provozovatele, kterými je nyní společnost SC Solutions. Střelnici spolu s prodejnou zbraní najdete v budově v severní části komerčního areálu Vitareal.cz, který se nachází v Prostějově mezi vlakovým nádražím a dálnicí R46 Brno - Olomouc přímo u dálničního sjezdu Prostějov centrum (km 24), na adrese Průmyslová 1c, Prostějov, GPS souřadnice vstupu do budovy prodejny a střelnice jsou 49.4696889N, 17.1303717E.

Nesmrtící zbraně

Nesmrtící zbraně střílející gumové střelivo

Zbraní střílejících nesmrtícím střelivem s pryžovými střelami je značná spousta. Z pistolí nebo revolverů dostupných u nás (v ČR) stojí za zmínku jednoúčelové devítimilimetrové systémy CZ-83 PA Rubber, Safegom a Alfa. Ten první je podstatně výkonnější a je tedy účinný i na člověky chráněné silnějším zimním oblečením, ty dva poslední jsou méně výkonné, použitelné spíše na letní či interiérové cíle oblečené spořeji, či vůbec.

Výbušniny

Výbušniny (angl. explosives) jsou látky, schopné výbuchu, který má chemickou povahu. Výbuchem (výbušnou přeměnou) výbušniny se rozumí samovolně se šířící chemická reakce, která probíhá relativně vysokou rychlostí za uvolnění tepla a vývinu plynů.

Podle rychlosti výbušné přeměny a zejména podle mechanismu přenosu tepla v reakčním pásmu rozeznáváme dva základní typy výbušné přeměny:
a) explozivní hoření – druh chemického výbuchu, jehož reakční pásmo se šíří výbušninou rychlostí menší, než je rychlost zvuku ve zplodinách výbuchového hoření v reakčním pásmu; rychlosti expl. hoření jsou řádově centimetry až stovky metrů za sekundu; explozivní hoření se od běžného hoření paliv, např. dřeva, liší tím, že není vázáno na vzdušný kyslík.
b) detonace - chemický výbuch, při němž vzniká ve výbušnině detonační vlna pohybující se výbušninou rychlostí větší, než je rychlost zvuku ve zplodinách detonace v reakčním pásmu, rychlosti detonace se pohybují obvykle v rozmezí 1000 až 10000 m/s.

Ultrafrangible - novodobé Dum-Dum ??

Střelivo s křehkými pistolovými, nebo i puškovými střelami typu frangible se stále více rozšiřuje ve výzbroji ozbrojených sborů, kde se používá zejména k výcviku ve střelbě, ale může se uplatnit i při služebních zákrocích. K nesporným přednostem frangible střel patří nejen omezená průbojnost a odrazivost od pevných překážek, ale i ekologická konstrukce s absencí olova.

Na trhu jsou různé druhy frangible střel vyrobené lisováním z jemnozrnných kovových prášků, nejčastěji mědi. Některé z nich se chovají v měkkých tkáních živých cílů i jejich balistických substitucích (želatina, gel) podobně, jako střely celoplášťové, u jiných dochází v měkkých tkáních k rozpadu na velmi malé části, doprovázenému výrazně zvýšenými ranivými účinky. U řady střel frangible lze při zásahu živého cíle očekávat vznik extrémně devastujících střelných poranění, které budou mít závažnější trvalé následky a vyžádají si i nové lékařské přístupy k jejich léčbě.

Tvrdost a průbojnost střel

Náboje s průbojnou střelou patří do skupiny zakázaného střeliva pro civilní použití. Od 1.2.2009 je průbojná střela zákonem o zbraních nově definována jako jednotná střela, která je tvořena materiálem (např. jádrem) tvrdším než 250 HB (HB – tvrdost podle Brinella), nebo střela, která je laborována do střeliva, jež svou konstrukcí nebo energií střely vykazuje průbojný účinek. Toto vymezení průbojné střely je ve druhé části dosti nešťastné, neboť průbojný účinek, tj. schopnost probití určité překážky definované tloušťky, vykazuje každá pohybující se střela bez ohledu na svou konstrukci a energii.

Podívejme se nejdříve na pojem tvrdost. Tvrdost je obvykle definována jako vlastnost materiálu, vyjádřená odporem proti vnikání cizího tělesa. Tvrdost je charakteristikou odporu proti tvárné deformaci malých objemů. I přesto, že se jedná o poměrně významnou charakteristiku mechanických vlastností materiálů, nejedná se o jednoznačnou fyzikální veličinu. Její experimentální kvantifikace je poměrně problematická, neboť ke stanovení tvrdosti se používá poměrně mnoho odlišných metod, z nichž každá je vhodná jen pro určité druhy materiálů. Hodnoty tvrdosti stanovené různými metodami, lze mezi sebou porovnávat pouze na základě empiricky získaných relací.

Balistická křivka jako bod

V chytrých kniháh se píše, že dráha střely je balistická křivka. Ta může mít různé tvary - záleží na úhlu pohledu. Na pohyblivých obrázcích vpravo se dráha vystřelené střely promítá téměř do jednoho bodu, což je z pohledu pozorovatele v reálné situaci poněkud nepříjemná skutečnost.

Přejeme každému, aby takovou dráhu neměl nikdy možnost pozorovat na vlastní oči. Mozek to stejně nestíhá ukládat a celkový dojem je daleko za záznamem z rychlokamery. Takže dejte si raději RuceVzhuru a pozorujte BB (= balistický bod) na monitoru.

Neletální zbraně v sebeobraně – PRO a PROTI, aneb vyměníme olovo za gumu?

Úvodem

MR-35 Neletální, tedy nesmrtící zbraně tvoří relativně samostatnou a velmi specifickou část zbraňového spektra. Do této skupiny se obecně řadí takové zbraně (zejména palné), při jejichž použití proti živému tvoru (člověku, popř. i zvířeti) v rámci služebního zákroku nebo sebeobrany nemohou vzniknout vážná zraněn, která by mohla mít fatální následky. Nesmrtící účinky neletálních zbraní jsou však podmíněny jejich správným použitím podle definovaných pravidel. Pokud jsou tato pravidla porušena, může se i neletální zbraň snadno stát smrtícím nástrojem.

Věci Veřejné přišly na konci letošního léta s iniciativou zaměřenou na změnu české legislativy ve prospěch držení a použití vybraných typů neletálních zbraní s kinetickými* (nejčastěji pryžovými) střelami v rámci sebeobranných aktivit (zpočátku ve vlastním obydlí, následně i mimo něj). V současné době patří zbraně vystřelující nesmrtící střely (tzv. gumostříly) většinou do kategorie B nebo C, a jsou tedy na zbrojní průkaz, což chce poslanec Vít Bárta změnit. Pokud se mu to podaří, lze očekávat, že občanské aktivity s těmito zbraněmi nabudou na intenzitě a o neletálních zbraních jako možné alternativě pro sebeobranu bude uvažovat určitý, dnes těžko odhadnutelný segment české populace.

Jakou zbraň považujete za nejlepší zbraň pro osobní ochranu? Já bych si rád v budoucnu pořídil CZ 85 popřípadě CZ 75, ale zrazuje mě její velikost.

Při výběru zbraně k sebeobraně, tedy zbraně, kterou budete nosit často sebou, byste měl zvážit, kde se budete pohybovat, v jakém oděvu a jak fyzicky náročná Vaše práce či činnost bude. Samozřejmě je také vhodné zvážit, s kým přijdete do kontaktu a kdo by mohl být případný útočník. Je dobré si také uvědomit, zda zbraň budete využívat pouze k sebeobraně nebo k dosažení střeleckých výsledků, ať sportovních nebo pro zábavu.
